The ecm uses timing to control idle so the timing will move slightly at idle. Pull the spout out and you will see the timing fixed along with a lower rougher idle. The ecm also gives more timing under lower load conditions. Such as for the AC and for newer ecm with alternator under a charge or high load condition. If you look under the timing tables you will see that the lower load tables have way more timing.
